Acceptable Use Policy

Effective April 15, 2026

Version 2026-04-15

Acceptable Use Policy — Whisper

This Acceptable Use Policy (“AUP”) describes what you may and may not do when using the Whisper mobile application and related websites (together, the “Service”). This AUP forms part of our Terms of Service, which govern your use of the Service. Capitalised terms not defined here have the meanings given in the Terms of Service.

If you do not agree with this AUP, do not use the Service.

1. Who this applies to

This AUP applies to all users of the Service, including anyone who accesses, browses, registers for, or otherwise uses Whisper, whether via the mobile application or the web.

2. Permitted use

You may use the Service to:

  • Create and share “books” (sets of questions) and answers in accordance with these policies;
  • Interact with other users through the features made available to you;
  • Report content or users you believe are violating these policies; and
  • Access and manage your account and personal settings.

3. Prohibited conduct

3.1 Harmful and illegal content

You must not:

  • Post, share, or solicit content that is unlawful, threatening, inciting, abusive, harassing, defamatory, libellous, or fraudulent;
  • Upload or transmit content that infringes the intellectual property rights, privacy rights, or any other rights of any third party;
  • Post content that sexualises, exploits, or endangers minors in any way — this is an absolute prohibition with no exceptions (see our Age & Children Policy);
  • Engage in or facilitate human trafficking, sexual exploitation, self-harm, or terrorist activity; or
  • Post or distribute malware, viruses, or any code designed to interfere with or damage systems.

3.2 Harassment and abuse

You must not:

  • Harass, bully, intimidate, or threaten other users;
  • Create books or answers designed to target, humiliate, or harm specific individuals;
  • Publish content intended to doxx another person (i.e., expose their private or identifying information without consent);
  • Engage in hate speech — content that attacks individuals or groups based on race, ethnicity, national origin, religion, gender, gender identity, sexual orientation, disability, age, or any other protected characteristic; or
  • Make repeated unwanted contact with another user after they have indicated they do not wish to be contacted.

3.3 Deception and manipulation

You must not:

  • Impersonate any person, organisation, or entity, including Whisper staff;
  • Create false accounts or use the Service to spread misinformation that could harm others;
  • Use bots, scripts, or other automated means to create accounts, post content, generate engagement, or scrape data;
  • Artificially inflate the visibility, reach, or metrics of your content or others’; or
  • Conduct phishing, social engineering, or other deceptive acts.

3.4 Platform integrity

You must not:

  • Attempt to gain unauthorised access to any part of the Service, its infrastructure, or other users’ accounts;
  • Probe, scan, or test the vulnerability of the Service without written authorisation;
  • Reverse-engineer, decompile, disassemble, or attempt to extract the source code of the Service;
  • Circumvent, disable, or interfere with any security feature or access control;
  • Scrape, crawl, or harvest content, user data, or metadata from the Service except as permitted by law or explicit prior written agreement; or
  • Use the Service in a way that degrades performance or places unreasonable load on infrastructure.

3.5 Spam and commercial misuse

You must not:

  • Send unsolicited commercial messages, promotions, or spam through the Service;
  • Use the Service to conduct unauthorised advertising, affiliate marketing, or multi-level marketing schemes; or
  • Sell, rent, or transfer your account to another person.

4. User content standards

All content you post or submit must:

  • Be accurate in any factual claims you make about others;
  • Comply with applicable law, including privacy and data protection law;
  • Not include the personal data of others (such as phone numbers, email addresses, or location data) without their consent; and
  • Comply with the Community Guidelines.

5. Responsible use of anonymous features

Whisper offers optional anonymous features. Anonymity is a trust — it is not a licence to harm. Anonymous features must not be used to:

  • Conduct targeted harassment, bullying, or abuse;
  • Post content that would otherwise violate this AUP; or
  • Circumvent restrictions applied to your account.

We may investigate anonymous activity where we have reason to believe it violates this AUP or causes harm, and we may disclose information to law enforcement or other authorities where required.

5.1 Sharing anonymous content externally

Whisper allows users to share answers — including anonymous answers — to third-party platforms via share cards. When you share an anonymous answer outside the App, be aware that:

  • The shared content leaves Whisper’s moderation environment and cannot be retracted or removed by us once it reaches a third-party platform;
  • You must not share anonymous answers with the intent to harass, humiliate, or harm the answerer or any person referenced in the answer; and
  • You must not combine an anonymous answer with other information in a way that reveals or attempts to reveal the identity of the anonymous answerer.

Sharing anonymous content externally in a way that violates this AUP will be treated as a violation of Section 3.2 (Harassment and abuse).

6. Responsible sharing

When you use Whisper’s sharing features to share books, answers, or profiles to third-party platforms, you are responsible for the context in which you share. You must not:

  • Share content that has been removed or restricted by our moderation team;
  • Use the sharing features to redistribute content in a way designed to harass, target, or harm another user; or
  • Alter or misrepresent shared content in a way that changes its meaning or attributes it to someone who did not create it.

Content that is subject to an active moderation action (hidden, quarantined, or under review) cannot be shared through the App’s sharing features. Attempting to circumvent this restriction — for example by screenshotting restricted content and sharing it externally — is a violation of this AUP.

7. Enforcement

We may take action against accounts or content that violate this AUP, including:

  • Removing or hiding content;
  • Issuing a warning;
  • Temporarily or permanently restricting account features; or
  • Permanently banning the account.

Serious violations — including any involving child safety, credible threats of violence, or illegal activity — may be referred to law enforcement without prior notice.

8. Reporting violations

To report a violation of this AUP, use the in-app reporting tools available on books, answers, and user profiles, or contact us at support@whisper-app.net.

9. Changes to this policy

We may update this AUP from time to time. If changes are material, we will notify you in-app with reasonable advance notice before they take effect.

10. Appeals

If you believe we have incorrectly applied this Policy to your content or account, you may appeal the decision by contacting us at office@whisper-app.net. We will review your appeal and respond within 14 days. Appeals are handled in accordance with our Notice-and-Action Policy.

11. Governing Law

This Acceptable Use Policy is governed by the laws of the Republic of Bulgaria and forms part of the Terms of Service.
